Amidst all the repetitions of characters and situations, one of the gags that would soon become as familiar as a Big Mac was a visit to the Blue Oyster Bar which appeared in the first four Police Academy movies. The Blue Oyster is the gay bar featured in the Police Academy movie series. Many of the films' antagonistic characters end up visiting the bar multiple times, always by accident.

There was a scene before the Blue Oyster fight where Proctor is showing Mauser the pictures of 'Fruits drunk at the bar' that he was told to get. Then Mauser tells him that he wanted pictures of the 'New recruits drunk at the bar.
You have your scenes mixed up. In number 3 Mahoney gets the prostitute that was in the podium with him in 1 to play a trick on Procotor. She got him naked and told him to go wait in the bathroom. She guided him to what he thought was the bathroom door his back was turned so he was not sure , and when she shut and looked the door he saw there were other people and told them 'all be out in a minute' then realizes he is in the hallway.
He later steals a car, it breaks down and he goes into the nearest place he can find which is the Blue Oyster bar.
